Announcements of Changes to the Network Statement

In line with clause 4.3.4 of the Network Statement Volume 3, Applications for once-off traffic (ad-hoc services) will be allocated capacity on an as-and-when-available basis. Applicants must adhere to the same criteria articulated in the slot application process, the major different is the duration of the application, evaluation and allocation of slots which is much shorter as the slots are usually once off. Requests for ad-hoc services shall be presented at least 21 days prior to the date of service, and the IM will provide positive or negative answer within 1 to 14 days, except for new TOCs that must follow the application process as set out in paragraph 4.3.2.

TRIM is pleased to advise that submissions for Ad-hoc Train Path Applications are now open.

This process provides rail network access outside of the annual slot allocation cycle, specifically designed to accommodate once-off, urgent, and unforeseen operational requirements. It also ensures flexibility and responsiveness to meet industry needs such as:

• Additional train movements during ramp-up periods
• Increased demand in peak traffic periods
• Material trains for special projects
• Breakdown trains for emergency recovery operations, among others

Interested parties are invited to submit applications in line with the guidelines outlined in the Network Statement Volume 3, Annexure 32.

In response to requests from potential participants, Transnet Rail Infrastructure Manager (TRIM), in consultation with key stakeholders, has approved an extension of the closing date for Network Access Applications from 07 February to 27 February 2025. The extension will provide an opportunity for applicants to review and consider the updated Annexure 29B – Network Capacity Statement and the Addendum to Section 4-10 of the Network Statement.
