Transnet National Ports Authority (TNPA) is responsible for the safe, effective, and efficient economic functioning of the national port system, which it manages in a landlord capacity. It controls and administers the system on behalf of the state. TNPA operates within the framework established by the National Ports Act of 2005 (Act No. 12 of 2005) which outlines its mandate:


Planning, providing, maintaining, and improving port infrastructure.

Provision or arrangement of marine-related services.

Ensuring the provision of port services and managing port activities.

Providing aids to navigation and assistance to vessels that navigate within port limits and along the coast.


Through its eight commercial–, Cape Town, Durban, East London, Mossel Bay, Ngqura, Port Elizabeth, Richards Bay and Saldanha, TNPA provides the following services:


Our Core Services


Marine Services: pilotage, tug and berthing services; dredging, aid to navigation and ship repair.

Authority and Regulatory: Port authority, licensing, compliance and regulatory

Landlord: Real Estate development, Control land use within ports and Land utilisation through Terminal Operator Agreements.


Our Mandate


TNPA provides a system of ports, seamlessly integrated into the logistics network that is jointly and individually self-sustainable through the delivery of high levels of service and increasing efficiency for a growing customer base, enhancing South Africa's global competitiveness, and facilitating the expansion of the South African economy through socially and environmentally sustainable port development.



Our Capabilities and Services


TNPA provides services to port users, including terminal operators, shipping lines, ship agents, cargo owners, and clearing and forwarding agents.


Marine Services: TNPA has a total of 49 marine crafts, including pilot boats, tugs, workboats, launches, and helicopters.

Aviation Services plays a key role in the Marine Pilot Service by providing a safe and efficient transfer of marine pilots to and from vessels calling into SA ports.

Lighthouse and navigation systems: TNPA has 44 operational lighthouses along SA's coast, assisting the navigation of vessels along the coastline and within port limits.

TNPA provides comprehensive Dredging Services and Hydrographic Survey solutions to all ports to support port development. This service is expanding to other ports across the African continent.
